Freeze rookie salaries until promoted to active roster?
The Toxic Waste have come up with a proposal that can work in conjunction with the recently passed elimination of the DS cap. The Dodgers have embraced this idea as well, so I'm bringing it up for vote.
The basic premise is to freeze rookie salaries on the DS until they get promoted to the active squad (which could be a couple years down the road)... once they get promoted to an active roster, their contracts will accelerate like any other active roster player for the remainder of their contract. If this proposal is passed, any rookies still on the DS would have their salaries rolled back to their 2002 draft numbers.
