Should the Frenzy remove the "only one player can be added to a team's PS each year" restriction?

Even though 3 owners haven't voted, this has enough to pass. It will go into effect next year (2017).

So we will be able to add more players to PS, but who is eligible to be added...and "stash" means they do not count against cap...

No. This rule only says we can PUT more than one player on the PS each year. The same number of PS players (3) still applies. We don't have enough votes yet to pass the additional players.
