Default 2005 Rule Vote-Waiver Claims - PASSES 12-0

If allowed, the system would work like this: The initial waiver order would be set based on a reverse of last years standings (for the needs of an initial order). The waiver order will never be reset. Once a team claims a player off of waivers, they will be moved to the end of the waiver claim order. For example, in a four team league, the waiver order is:


Team A

Team B

Team C

Team D


Team D drops a player. Team A declines to claim the player on waivers. Team B claims the player. The waiver order is now:


Team A

Team C

Team D

Team B

If a player is claimed off of waivers, the original team will be responsible for the signing bonus portion of the cap hit only. The original team will not be responsible for the 20% of the current year’s salary portion of the bonus. If the player is subsequently released by the claiming team, that team will only have a 20% of the current year salary as a cap hit.

The Nittany Dodgers will open and maintain a list of the current waiver order in a separate thread.

Initially, the process for claiming players will be done in the thread started by the releasing team to cut the player. Any team interested in claiming the waiver player must post their intention to do so in the thread within the deadline (as defined in the following paragraph). At the end of the deadline to claim the player, the team who posted within the allotted time frame with the highest waiver claim position will be awarded the player. The claiming team will have the standard 24 window from the time of the end of the waiver claim window to clear enough space on their roster for the claimed player, if need be.

The window to post intentions to claim a player will be 24 hours during in season free agency, and 72 hours during off season free agency.

***NOTE*** if anyone feels that waiver claims should be a blind process, please let me know, and suggest a possible format. I do not know of a good way to implement a blind claim procedure, so I left it as a public process.
