Updated 2004 Rules posted on league website

Thanks go out to Brian for helping me get this together.

We've integrated the most recent rules changes that we voted in last week, into the 2004 rulebook. All changes are marked in dark red.

Please review them and make sure they make sense.

Also, please check to make sure we didn't miss putting something in that belongs in the rulebook, or taking something out that doesn't belong there.

Your feedback is appreciated and encouraged so that we can make this as clean (i.e. get rid of the loopholes and inconsistencies) and user friendly as possible.

I don't like all the changes in Part 1, Section E... how do I work to get that edited out?!?

Update looks good....................other than the fact mentioning I've been booted in every playoff game I've played. :Banghead
