Soft Cap rules question

So if I make a cut on October 31st, and players cut are on waivers, is the penalty assessed once they clear waivers, or at the time I post the cut?

I am pretty sure its the time the post is made. But I have been know to be wrong at least one other time in my life,

The penalty is assessed at the time of the cut. Clearing or not clearing waivers a day later doesn't change the fact that the cut was during the hard cap period, and therefore follows hard cap rules.
