You have to have cap room on your team to acquire a player both in years and money. If we did not enforce the years cap, should we than also assume we should not enforce the salary cap either? Thus, you have to have years available to sign your player once we declare. So until that point of declaring your RFA, UFA and rookie assignments, all are assumed to have 1 year contracts, and you must have room for each player at 1 year. If you trade him, you must assign years first, to assure you are not in violation with the contract given that player.
