You know what, I just searched the rules and I don't think we explicity stated this, but I do know that we have set past precedent on many occasion by limiting contracts to 1 year when a team fails to declare within 24 hours.

We'll need to clean up the terminology in the rulebook for this in the off-season to specify such a consequence.
