PASSES 7-5 effective 2018 Rule Proposal - Eliminate the mandatory 5 slots for TE/K/DT

Note, if approved, this rule change will only apply for the 2017 season if unanimous, otherwise a passing vote will go into effect for the 2018 season.

In recent years the rule mandating 5 slots reserved for TE/K/DTs has come up and resulted in roster penalties to teams for exceeding 13 skill position players.

Personally I don't feel this rule is necessary in today's Frenzy league. It was put in place well over a decade ago as we expanded from 16 to 18 player rosters and an additional 500cbs to allow teams extra roster slots so they wouldn't play short TEs/Ks and DTs during bye weeks because they didn't want to risk losing a skill position player to cover a 1 week bye. With the value of TE's being near equal to other skill positions, I really don't think this restriction is necessary.

FWIW this rule reared it's ugly head in the off-season in the Matt Forte UFA bidding (and 2 other players subsequently won by Scorpions)

Bump. I forgot we voted to change this in 2018.
I think it means the 13 max active squad limit on total of QBs + RBs + WRs is lifted as long as we have at least 1 TE + K + Def and no more than 18 active squad max.

It's covered in the rules rewrite Burt has done that will be uploaded after June 1 assuming Patrick is able to find time to put them up.
