Leave it alone. The market has determined the value of contracts and it would cause way too much complications when there is an easier solution. The problem is not the salary cap, the problem is the renegs we have.

If you want to encourage more player movement we need to shorten contracts and/or limit renegotiation not mess with the salary cap.
