The 2011 Rulebook revision is on both the 2010 + 2011 Frenzy web pages. It includes all the latest forum revisions and RFA info you are looking for.
The only rule vote not concluded is in regards to renegotiating players traded for with 1 year left on contract (see Frenzy Rules Folder). At this time I believe you are the swing vote to either allow or not allowing renegotiating contracts on trade received players. Presently 11 of 12 owners have voted and count is 6-5 for allowing renegotiation. It requires 7 votes in favor to change rule to renogotiate...any less the rule doesn't change. If you vote for then renegotiation happens, if you vote against OR don't vote then no change. Deadline is March 17, 2011. Ball is in your court...
