I am not sure I understand your last statement, or at least what it pertains too.

My concern with forcing a player picked up on FA to have to serve out his IR term, is that the choice was made by the team who cut him, to place him on IR. I don't see this should be forced on the team who wants to pick him up.

The reason I would say that if you won Jacoby Jones, he would have to go on IR, is the same reasoning the link you included in your original post - this allows for a loop hole in the rules as a way around not keeping a player on IR for 4 weeks...granted a dicey loophole....
