Default Remodeling Questions - HELP!

Hey everyone. I am doing some remodeling on my house and I have a question. If you can help me out that would be great.

Does anyone know how much insulation is required by BOCA code standards for a residential property? I was told by the city I live in that they comply to BOCA housing code but that is all they would tell me. I called BOCA and they tell me I have to pay them for the information. If you don't know what BOCA says, do you know what is the "normal" amount of insulation that you put in. My father-in-law had a bunch of unused insultation in his basement and he gave it to me. It is 6 3/4 inch thick and "R19". I am trying to figure out if that is enough or not.
