The intent from the very beginning is that ONLY DRAFTED PLAYERS can be put on the TS or PS squads. If you acquire a player via trade (who was drafted & put on TS/PS) then you can put him on your squad. But UFA's are not eligible for TS/PS. I'll look for the rules link. But this is how it's always been. And, in my opinion... should remain. It puts much more value in the draft & decisions that have to be made on your PS/TS squads.

Jim is correct. The only way onto the TS is via draft, or trade from another team's TS or PS.
Further, only the team that drafts a player can also place the player on the PS.
