If I moved any of my active roster to Taxi DAvery would be the guy. He has only been on the active roster since 2009 start so he would cost me 400 or so...

There will be a SOFT CAP period that runs from November 1 through March 31 each season. Players released during the SOFT CAP period will have their cap penalty divided equally between the current season and the next season. (so your soft cap cuts were split - half was applied to 2009 salary cap, half to 2010 salary cap)
A HARD CAP period will ensue from April 1 each season (the beginning of the next season and new contracts) through October 31 each year. Teams will be assessed a cap penalty as described above for players released during this timespan. (So the entire penalty will be applied to 2010 salary cap)
Also, once you activate a player, his salary becomes guaranteed, so just keep that in mind, if you decide to move a player back down, and cut him later, you will still be assessed cut penalties for this player.
