I think you guys are getting off track here. The amount over tender only comes into play as a tie-breaker if two people have declined the exact same amount of tendered salaries. That's got to be pretty rare.
In Matt's scenario, if you tendered a 4th that sells high, then you have the tiebreaker, but you probably won't get to use it because you tendered too low and won't be near the top in total tender amount declined.
Total amount tender is the main variable. If I declined guys tendered at 2400, 1200, and 600 (4200 total) and you declined 2400, 1200, and 300 (3900), then I pick before you in any round where we both have picks.
Joel, you need to rework your #s to be total amount tendered, then look at the amount over tender ONLY if there's a tie.
