If you don't count RFA tenders against a teams cap, and a team bids other players up over their cap if you included their own RFA tenders, what happens at the end of the RFA period when their players haven't been bid on?

Also, if teams aren't contrained by their own tenders, teams will tend to tag players at a higher level in the hopes they actually get bid up that high. Right now, a team such as Matt can only tender players at a certain level because of his cap space. If he wasn't contrained by the cap, and didn't really plan on matching any of these guys, he could tender them at a higher level and hope to get the higher level of compensation, even though he could never afford to bring the players back at that price. Do we really want to go back down the road where were are handing out more higher picks? We just fixed this system after handing out, what, seven first round comp picks? Now after fixing that and not even going through one RFA period, people are talking about tweaking the system so more higher picks would be handed out? Come on people...
