I just went through the rules page and couldn't find any wording either way on rookie bonuses for waived players. I'd be quite happy if he didn't get one
Isn't he still under his drafted contract because I claimed him? It seems to me that the only way a waived rookie player would be no longer under his drafted contract is if he clears waivers and thus gets a new contract.

I can clarify and confirm that yes indeed, rookie bonuses count the entire life of a rookies inaugural contract, including if they are claimed on waivers.
Once the player is cut, and clears waivers, or has his contract years expire, his rookie contract is terminated. Then (and only then), are they are no longer subject to the rookie bonus scale on their next contracts.
