We put in a second passage regarding a league vote and severe penalties against obvious tanking, and I think we've gone a long way to solving the problem. I'd rather deal with this thing directly with the offending owners, than build an infrastructure around the problem.

Since your first paragraph deals with much more than late-season tanking, what would be the penalty for breaking this rule? There'd have been a good number of weeks this year where we'd have had infractions. I can remember a week when 6 players (over 5% of the 108 guys we start each week) were started who were guaranteed zeroes, and all the teams starting them had roster spots/cap room to avoid it.
