Personally, I would like to see issues of tanking dealt with on an individual basis. We have a rules committee with the weight to render decisions. Its not out of the realm of possibility that we determine a litmus test for tanking and levy severe penalties when a case rises to the level. For example, conversion of top pick to the 12th pick.

We all disagree on rule changes to address the issue - maybe its best dealt with by the rules committee instead. I really have to believe we're dealing with a very limited problem as it is - I think some simple attention by league enforcers would solve the problem completely.
