Brian, do you keep the historical records by year? Would we be able to see what the sixth team in would look like each year? My guess is that they would have to have had a record of 7-7 or better (more likely 8-6 or better). All things considered an 8-6 team would seem to be worthy of a playoff shot. I agree that there should be some sort of home field for the better team in each match-up but I think other than the double header I really favor what Frank is saying (Expanded playoffs + Bottom 3 lottery).
