How about a toilet bowl with the bottom four teams to order the first four slots. Bottom four teams play a playoff the first two weeks of the post season. 1 vs 4 and 2 vs 3. The #4 and #3 teams get home field advantage. This assures even the bottom feeders of needing to maintain a competitive roster.
