It's worth considering though.

Okay, but if a team phones it in then they would not be gaining anything personally in terms of draft positioning (since their point total would be lower and thus they would get a lower draft pick). They could still disrupt the competitive balance but not for personal gain which seems to be the issue we were trying to take care of here.
