Well, the simplest way would be to keep the order as it already is, rather than add a new order at the end of each round.
It sounds like majority want the order based on total CB's over, so we'll stay with that. And if more than one pick per round, the rotation stays throughout the round, so no one gets 2 picks in a row (unless they are last and only one with 2 picks)
