I agree with Insects. Though I don't disagree with Freedom's points that the concern is lessened due to there being less picks and bad teams not having as many high value RFAs, I still think it makes sense to go ahead and structure the order in the most fair way and pegging it to amount over tender is the best indication of who lost the most valuable players.
Preds agree. Who else? Maybe we can get some consensus one way or another here and then return to the vote with that consensus.
