Ultimately, based on the 2007 RFA period, it does not look like penalizing teams for signing players would make much of an impact. There would be 155 points (across the board with the penalty) versus 178 with no penalties. Probably not conclusive since strategy may have been a bit different but I think using the points without the penalty should resolve the issues we saw with so many first round comps diluting the picks in the later rounds. Anyhow, here are the numbers:
