If we did it based on the final value of the players sold for, we'd totally lose the different tender levels, which I think is a large part of the strategy, and also puts some ownus on the tendering team to assess some amount of value. Otherwise, for a guy on the border between worthy of a 1st or 2nd round tender, there is no risk involved. I think there should be some risk and the tendering team should have a responsibility to set a minimum threshhold for a players value.
