is it the start of the 4th season? then why are we in off-season?

here's how it was handled last year so I say we stick with it this season and start april 1 in 2007 (it has played a huge factor in how i've approached UFA)...Mike, I believe you even pointed out to me that I had to promote or drop Carr last season when we were assigning contract years so that's when i thought it was...had i been told that it was supposed to be done earlier, i wouldn't have been bitching:

...ok so Joe Horn was uped so I'm safe in making a decision now...i wasn't when i had outstanding bids that could have burnt me. and i feel for anyone that's in the same position
