basically it is an email based game.
there are "judges" set up that can read email that is formatted the correct way.
so i send an email to the judge with my moves like:
WAR-MOS
STP S WAR-MOS
In the above example:
army in WARsaw attacks MOScow
army in ST. Petersburg Supports WARsaw's attack on MOScow
So the judge receives everyone's orders and then at the appointed time it calculates the results of everyone's moves and then email's the results to everyone.
