Section 5B states "Teams are required to assign contract years and declare Active or Taxi squad roster assignments to rookies by the end of the off-season free-agency period" (the same applies to free agents).

Further, Section 9B states "The In-Season Free Agency period begins at 12:00am ET the same evening the Off Season UFA period ends, (for the 2005 season this will be Wednesday, August 30, 2005). " Thus, contract years, and TS and PS declarations are due midnight, August 30.
