Sit on 4 quality RBs, find out which one inevitably falls on hard times before the season starts, dump him and take the entire hard cap hit this year and fill out your team with late season acquisitions. You're going to get those guys cheap late in the summer, and there is bound to be players emerge in camp and such that are being overlooked now. You guarantee yourself a solid RB core, and that will give you a chance in any league.

He's not over the cap, why shouldn't it be allowed. Frank hasn't violated any rule that I know of.
