Yes, when we did this to start CDL a couple years back we required everyone to nominate 2 players at a time and always keep 2 players in the mix. I think teams had 24 hours to nominate a new player once an existing one ahd sold. Skip might remember more how we did this, but I know it worked well.

Now if you want to leave some roster flexibilty, we can say that every team must nominate at least 25 players (the SAC'D roster minimum I believe)... that'd be 13 IOP and 12 IDP. After that we could let it be a come or go situation.
