Right, the rule book states the following:

RFA's cannot be traded prior to the start of in-season free agency (August 15th). The team winning the rights to the RFA (either the tendering team if they decide to match, or the highest bidding team if the tendering team declines to match) cannot trade that player until the start of in-season free agency has begun.
Barlow was not "traded," though I did agree not to match (which is not indicated in the final rule we adopted, which I'll add were revised many times as the compensation system was developed, thus likely the reason for the omission from your original post).
