Brian I agree with you and again, I think we are seeing a different side of same coin. While the rules do not specifically state what type of fumble. We all know it means a fumble lost. However, the rules do specifically state ANY blocked kick. Thus a partially blocked kick is a blocked kick and worth 3 points.
You do bring up a good point that both of these issues should probably be tightened up. However, as the rules currently are written ANY blocked kick indicates that a qualifier (partially) is acceptable to get those three points.
