OK Brian, I had understood the 1st part (resetting the order only twice a year, but I didn't understand that you wanted to make a team move to the back of the line once they claim a player.

I have no problems with that way either (although keeping track may be more difficult, I guess, we'd need to just keep a Waivers thread and have it be updated).
