The only statements I have made about eligibility pertain the Frenzy eligibility. The NFl players I've explained in detail as those drafted, or gone undrafted and subsequently declared rookie free agents. Any player not exposed to the NFL draft would not be declared a rookie free agent (ie, a college player who could have but didn't declare early), thus, I think your statement would be redundant.
