The following is proposed to clarify the elligibility of Frenzy Rookie draftees.
Section 5A currently reads:

Only rookies (players with no prior NFL experience) will be eligible to be drafted in the rookie draft. The rookie draft will begin on or about one week after the first day of the NFL college draft (see Section 5B).

Players eligible to be drafted in the Frenzy Rookie draft are limitied to those players who were drafted in the NFL draft or went undrafted and were declared Undrafted Rookie Free Agents by the NFL. In addition, players eligible for previous Frenzy Rookie or Supplemental drafts are ineligible for the current years' Rookie (and Supplemental) draft.
The Frenzy Rookie draft will begin the second Monday in May each year.

Any player drafted by the NFL (whether rookie or supplemental) must be required to be exposed to a frenzy rookie draft before being granted outright UFA. Further, the Frenzy will implement a blind Supplemental Draft on an as needed basis (i.e. whenever the NFL holds one and an offensive player is drafted).

The Frenzy will hold a Suuplemental Draft at any time the NFL holds a supplimental draft and an offensive player is drafted. Only offensive players drafted by the NFL in their Supplemental Draft will be eligible for the Frenzy Supplemental Draft. In addition, players who were eligible for previous Frenzy Rookie or Supplimental drafts are ineligible.
