Personally, I don't think we'll see much more than lip-service with the "new" DB rules.

I see a very minimal impact on QB and WR scoring, perhaps a few more TD's are scored as a whole, but I don't think it'll be as dramatic as you may think. I'd love to be wrong, but I just don't see it happening. Even if the DB's play a little looser in fair of being flagged I still don't think you'll see a dramatic change in scoring. Defenses will adjust their coverage to compensate for the inability to mug WR's... which only a few teams got away with routinely anyow (NE being the biggest culprit, but hey, it got them 2 Super Bowl wins!)
