I think we discussed this a little last year, but forgot to clarify it for 2004.
Basically, the issue is, can a player be placed on the DS from the Active roster during the off-season by either the current team or a team acquiring said player by trade.
The rule states the following:

An Active roster player can NEVER be placed on the DS. The only way to place a player on the DS is to acquire them by trade or rookie draft.
Once promoted to the Active Roster, a player cannot be placed back on the Development Squad by the SAME team during the same season (if the player is traded other teams can place the player on their Development Squad, but the original team CANNOT have on his development squad that year).

The above rules are misleading in multiple ways. First it says that an active roster player can never be placed on the DS, but then it goes on to say that if you acquire a player via trade or in the rookie draft they can be placed on the DS. I think this supposed to mean that an existing team cannot move their own active roster player on to their DS, but they could trade an active roster player and he could be placed on another teams DS.
Then things get even muddier in the next paragraph when it says players cannot be moved "back" on to the DS by the same team during the same season. What the hell was I writing here! Does this mean in the off-season a player can be moved back and forth? It continues to state that via trade a player can be moved to the DS. Which is it.
I think we should do 2 things:
1. Clarify how the rules above should be interpreted as written for the 2004 season
2. Rewrite the specifics of the rule for the 2005 season so there is no room for interpretation.
Input from the league on this BEFORE it becomes an issue with teams would be appreciated!
