Pretty sure you can tag RFA after franchising.

As for re-franchising after a separation, that answer is no, not allowed. A team can only Franchise a player once in their career. Other teams can Franchise a previously Franchised player, but again, they can only do that once as the max is 1 Franchise tag on a player for their career by any individual team.
