Mike, I'd probably agree with you that Brown and Brown were not worthy of 1st round tenders, however Tim had 91-1165-9 the previous year and Troy had 101-1199-5. Those are good numbers but I doubt the owning team would have tagged them as 1st rounders. Since they didn't match, they wouldn't have wanted to pay 1200 for those players, and it would have been risky tagging them that high.
However, I am in no way married to the 1100 figure. I only started there to be consistent with the other positions starting at the rookie contract max.
