Default 3 Multi-Year contracts, increased cyber cap hit

The basic idea here is to increase the cap hit for releasing players with multiple years left on their contract. The current method to calculate the cap hit is a base 20% of the current contract year value (which is applied either 100% to the current year during the hard cap period, or 50% current year and 50% following year during the soft cap period). The proposed method is to add an addition 10% of the contract value for each following year be added to the cap hit (still being applied 100% to the current year during the hard cap period and 50-50 during the soft cap period). The calculation would work out like this:

If a player is signed to a 4 year, 1000cb contract, his contract looks like this:

Year 1:1000
Year 2: 1100
Year 3: 1210
Year 4: 1331

If this player is cut in year 1, his cap hit would be 565 (1000*20% + 1100*10% + 1210*10% + 1331*10%). If this player is cut in year 2, his cap hit would be 475 (1100*20% + 1210*10% + 1331*10%). If this player is cut year 3, his cap hit would be 376 (1210*20% + 1331*10%). If this player is cut year 4, his cap hit would be 267 (1331*20%). Thus, a player with multiple years left on a contract carries a stiffer penalty when released.

Previous contracts would be grandfathered in, and only contracts in 2004 and forward would carry this penalty.
