Rosters are frozen until the end of the last game each week, thus earliest you can make a move is at the beginning of the next week (wk 7 in this case).

As for Dissly being officially out, the first injury report won't be till Wednesday, but generally in cases of widely reported severe injuries I don't think the league has ever stopped an IR move after the current week has been completed, thus Tuesday should be fine in this case.
