Not to add salt to either of your wounds, however in rereading the rules I just noted that a 250cb cap hit is assessed as well.

6C. Starting Lineups
...
Line-ups must be submitted via the line-up submission link on each team page. Using the line-up submission pages will automatically e-mail the line-up you choose to your opponent and the commissioner. In the event of a service outage, you can be e-mail your line-up directly to the commissioner, however try to include your opponent in the e-mail as well. E-mail time-stamp will be used as 'proof' of timely submission. If no starters are named in time, the previous week's starters will be used (regardless if the players are active that week or not) and the team will be assigned a 20 point penalty for that weeks game. Further team will take a 250cb cap hit penalty each time a lineup is not submitted timely.

Also, for some background on the rule, we have had teams fail to submit lineups over the years and somehow continued to get wins, particularly the 1st year, so this was put into place to majorly discourage such activity. It's harsh, and it should be harsh. Each week I submit lineups in all my leagues on TUESDAYS just in case, then I make adjustments later in the week as necessary. It's not like lineups are locked in stone the minute they're submitted. We can and do allow changes up till gametime on Sundays at 1pm.
Jim I believe the penalty puts you over the cap, meaning a cut will be required, Brian will still have some cap room after the penalty is assessed according to the numbers I have here at work.
Sorry guys.
