For declined RFA’s you earn points as follows:

4 for a 1st rd tender
3 for a 2nd rd tender
2 for a 3rd rd tender
1 for a 4th rd tender

The awarding of comp picks, however, are based on the following scale:
8 pts = 1st rd Comp
4 pts = 2nd rd Comp
2 pts = 3rd rd Comp
1 pt = 4th rd Comp

So a team with 8 pts like mine gets 1 first rd comp even though I had to lose 2 1st rd players to get to 8 points.

A team can earn comps based on any combination of tendered players to earn points. For example, a team can earn the 8 pts needed for a 1st rd comp by losing 2 1st rd tenders (4+4=8pts), 2 2nd rd tenders (3+3) and a 3rd rd tender (2) to total 8pts, or a 1st (4), 2nd (3), and 4th (1) to get to 8 pts. Similar combinations for lower comps as well.

The order of comp picks within a round are sorted by the difference in what players sell for and what they were tendered at. The larger the total number for all players lost the higher the pick compared to teams in the same rd. For teams with comps in multiple rounds, they move to the back of the order for later rounds if they are moved up in a sort in an earlier rd (unless other teams have also moved up in earlier rounds, which in that case it just sorts by total point differential).

In my case I get ONE 1st rd Comp for losing two 1st rd tendered players and have a point differential of 1450 (950 over 2000 tender for Brown and 500 over for Allen).

In your case you earned 5pts (3pts for the Jags Defense (2nd rd tender +50) and 2pts for McCoy (3rd rd tender +1300). Your 5 points earn 1 2nd rd comp (4pts) and 1 4th rd comp (1pt).

Also, points are automatically assigned to the highest comp picks possible. For example, teams can't say they want to take their 5 points and earn 2 3rd rd comps(2 pts each) and a 4th (1pt) instead of a 2nd rd comp (4 pts) and a 4th (1pt).
