Gannon sold to the Insects on10/9 at 2:55pm

The Insects had 24 hours from the time of sale to declare contract years and make a roster cut to make room for Gannon. That means they needed to make a cut by 10/10 at 2:55pm.

Unfortunately, they were just over 6 hours late, thus they will be assessed the 20% Roster Cut Penalty (100cbs) and will be barred from bidding on Gannon's services for 30 days as per the rules.
