PS rules discussion

We've voted in a new 5 player PS starting 2017, as well as eligibility for any 3rd or 4th rounder (whether by draft, trade, or waivers on original rookie contract).

I think further rules clarification are necessary on the mechanics of the PS.

The current rules state (with voted in 2017 changes in red):

6C. Practice Squad

Each team will have a Practice Squad of no more than three players (five in 2017). There is no cyber buck, or contract cap to the Practice Squad. Practice Squad cyberbuck and contract year caps will not count against a team's regular cap unless a player is activated to the active roster.

Players on the Practice Squad can be promoted to the active roster at any time the active roster can accommodate the salary and contract years.

Players can only be placed on the Practice Squad from the annual rookie draft (as well as via trade or waivers in 2017), and only 4th round selections (and 3rds in 2017) are eligible for the Practice Squad. There is a limit of only one player per year added to a teams practice squad (no limit in 2017).

Once activated from the Practice Squad to either the Taxi Squad or the Active Roster, a player may never be placed back on the Practice Squad.

A player initially assigned to the Taxi Squad or the Active Roster cannot be placed on the Practice Squad. A player must be signed to the Practice Squad by the contract assignment deadline for the respective year to retain Practice Squad eligibility.

Players may not be traded from one teams Practice Squad to another team's (trades will be allowed as of 2017). Players are only eligible for the Practice Squad of the team that drafted them (this will also change in 2017 to any 3rd or 4th rounder under a rookie contract whether originally drafted, traded for or acquired on waivers). However, a traded PS player is still TS eligible. (this line will needs to be stricken).
I'd like to discuss changes to this section of the rules:

Personally with the goal being to allow more development time on players, I think we should consider removing the restriction on players not being able to be demoted from TS to PS, however, I do think the active roster to PS demotion should still be prohibited (i.e. once active roster a player can never again be on the PS, however, a TS player who's never been active roster CAN be demoted). Removing this restriction will allow teams a lot more flexibility in trades and/or waivers to acquire developmental projects.
