OK, as I had originally cleared IR, and always have been, on April 1, but the rule wording was brought up, Frenzy also had discussion on same thing:

So as Frenzy is doing, we are also clearing IR in April 1, which makes most sense, since its start of new contract year.
The wording in the Rules doc will need to be changed to reflect this.
