After giving it some thought, I'd have to agree with Jim's interpretation.

Even if you activate a guy and demote on the same day it counts as 1 week. Once he's played, the next week starts, thus day after game would be 2 weeks to send him down.

Also don't forget, once a TS or PS player is activated their salaries are guaranteed even if they're placed back on the TS.
