This is the option we use:
13 - Week regular season - Play all 3 teams in your division two times and all 8 teams outside your division exactly once with one doubleheader week.
Double header week has been swapped...week 7 moved to week 12 and vice versa.

I always used to generate a random schedule, then switched weeks around to account for division games weeks 1-3 and 11-13 (depending on when byes started and ended).
This season there are only 5 non bye weeks in weeks 1-13, however week 4 only has 2 teams on bye (Indy & Pittsburgh), thus what I would suggest is to setup div games weeks 1-4 and 12-13 with the double header week 12.
Since we have to have at least one division game involve byes, I'd try to match teams as much as possible that either have no Indy/Pitt players or each have key players from either team on bye, and then build the rest of the division schedule around the week 4 game (i.e. whomever you play week 4 you play week 1, then div team B weeks 2 and 12 and division team C weeks 3 and 13.
