Rules vote to change IR from 4 games to 3 games
 

Change our current IR 4 game minimum to a 3 game minimum to more closely match the NFL's updated IR rule.

I am not sure about reopening it, but putting it up during the season, you need a unanimous vote to have it pass. Or wait until after the season to post it, and just need majority
